Annual Salary Rate: $134,993.00 (Annual Minimum) - $204,516.00 (Annual Maximum)

The negotiable starting salary will be between $134,993.00 annually - $169,164.91 annually, commensurate with education and experience.

Within the Communications Based Train Control (CBTC) Division in the Office of Infrastructure Delivery, this Sr. Computer Systems Engineer will perform a variety of professional computer systems engineering duties in the development, modification, installation and maintenance of the District's computerized equipment and systems; will plan, design, implement, and monitor cybersecurity measures; ensures work quality and adherence to established specifications; and performs related duties as assigned.

The most qualified candidates for this position will have highly developed competencies beyond the minimum qualifications in the following areas, which will be reinforced with related work experience and will be clearly articulated during the selection process:

• Skill in Cybersecurity monitoring and detection, Network and software engineering, and Computer programming.  
• Proficient knowledge in Operating systems administration and Network systems architecture
• Be certified in Cisco Certified Networking Associate (CCNA), or Cisco Certified Networking Professional (CCNP), or Cisco Certified CyberOps Associate (current or valid within 12 months prior to the application date), preferred.

1. Performs advanced computer systems engineering duties in control of the development, modification, installation and maintenance of the District's computerized equipment and systems; designs and tests computer control systems; monitors relative systems operations; provides direction to programmers and installation staff.
   
   
2. Resolves complex computer systems malfunctions; analyzes and determines cause, takes corrective actions; recommends system modifications as required.
   
   
3. Performs system database maintenance duties including analysis of space usage, backup, recovery and performance tuning recovery; reorganizes database configuration; maintains multiple database versions to support production and systems development operations; maintains and supports online and offline databases in multiple locations.
   
   
4. Analyzes District plant engineering changes; determines requirements for database updates; analyzes impact on other subsystems.
   
   
5. Prepares plant for short- and long-term modifications to existing computer systems; prepares cost benefit analysis and estimates for computer system projects.
   
   
6. Designs hardware and software modifications to control and data collection systems; prepares equipment specifications and procurement contracts.
   
   
7. Develops computer operating manuals and test procedures; prepares computer hardware and software installation, modification, and testing.
   
   
8. Develops and modifies various complex programming codes and scripts; acts as liaison between the District and software consultants and equipment manufacturers.
   
   
9. Provides technical computer systems engineering support for various departments throughout the District in the maintenance of computer systems operations; analyzes user requirements; provides software or hardware solutions.
   
   
10. Prepares a variety of technical reports, manuals, specifications, drawings and correspondence relevant to project areas.
    
    
11. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of computer systems engineering.
    
    
12. As assigned, may participate in training assigned employees in their areas of work including computer systems engineering design methods, procedures and techniques.
    
    

1. Reviews, enhances, develops, and implements complex cybersecurity programs and policies.
   
   
2. Monitors, audits, and provides expertise for issues related to cybersecurity policies as they pertain to the District Operational Technology Infrastructure (DOTi), including the District's communication-based train control (CBTC) system.
   
   
3. Develops and reviews specifications for cybersecurity hardware, software, and networking equipment and deployment for the DOTI network for existing and future projects.
   
   
4. Provides operational support for the DOTi and/or CBTC networks by ensuring proper onboarding of new users and offboarding; updates the active directory to ensure only authorized personnel have access; addresses any cybersecurity related issues.
   
   
5. Ensures the DOTi and/or CBTC networks are secured by monitoring, investigating, auditing, and resolving potential cybersecurity attacks and threats.
   
   
6. Gathers threat intel from open sources and federal sources to enhance the District’s cybersecurity posture and policies.
   
   
7. Manages CBTC network performance, reliability, and security by working closely with staff from the Maintenance Department and other engineers responsible for managing the different networks used by the District.
   
   
8. Performs network traffic forensic analysis utilizing packet capture software; isolates malicious network behavior, inappropriate network use, or insecure network protocols.
   
   
9. Performs penetration testing and assesses audit system vulnerabilities; provides solutions and remediation steps to maintain network security.
   
   
10. Coordinates with District management and local and federal law enforcement.
    
    
11. Performs design review, testing, implementation, monitoring, and maintenance of CBTC network equipment and/or the DOTi network’s cybersecurity monitoring and detection infrastructure to ensure compliance with District policies regarding cybersecurity.
    
    
12. Performs modifications, updates, and configuration of the DOTi and/or CBTC network monitoring systems.
    
    
13. Prepares, reviews, and generates technical reports for upper management on the CBTC network and cybersecurity related issues.
    
    
14. May be required to operate personal and/or District vehicles for transportation to work sites to ensure proper functionality of DOTi and/or CBTC cybersecurity infrastructure, hardware, and equipment.
    
    
15. Attends and participates in professional group meetings; stays abreast of trends, threats, legislation, and innovations in the field of cybersecurity.
    
    

Education:
Possession of a bachelor’s degree in computer science, mathematics, information security, or a closely related field from an accredited college or university.
 
Experience:
Three (3) years of (full-time equivalent) professional verifiable experience in an information security operations and/or design role, which must have included cyber intelligence, cyber defense, digital surveillance, or related experience.
 
Substitution:
Additional professional experience as outlined above may be substituted for the education on a year-for-year basis.   A college degree is preferred.
 
Other Requirements:
Must be able to obtain a valid California driver’s license whenever feasible to do so and have a satisfactory driving record, at the District’s discretion.
May be required to work overtime to test hardware and software.
