Minimum Education*
Bachelor's degree in environmental science, natural resources, chemistry, biology or directly related field
Minimum Experience*
4 years of professional environmental science or natural resources compliance, planning or mitigation work
LICENSES, CERTIFICATES, AND OTHER REQUIREMENTS
Valid Driver License at time of application with maintenance thereafter.
**Professional registration or certification by a recognized organization or board within the applicants' discipline of science or engineering is highly desired**
*Equivalency: 1 year of experience = 1 year of education
Technical
Have knowledge of regulatory principles Federal, State and Local Environmental Permitting for Environmental Services’ construction, restoration and maintenance projects (i.e. EIS, SEPA, JARPA, HPA and Waste Disposal Authorizations). Possess a strong background in environmental and ecosystem functions and benefits. A solid knowledge of construction practices is helpful.
Analysis
Use data and information in a clear and rational process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions. Gather, assemble, analyze and evaluate facts to draw logical conclusions, make proper recommendations and prepare clear, concise, and comprehensive written and verbal communication.
Research
Effectively identify, collect, organize and document data and information in ways that make the information most useful for subsequent assessment, analysis, and investigation using current software and techniques. Compile and maintain reports, records and various other forms of pertinent information in an organized and professional manner.
Problem Solving
Use intelligence, common sense, hard work and tenacity to solve particularly difficult or complicated challenges. Employ expertise and credibility, evaluate and resolve complex or sensitive issues and problems.
Communications
Prepares effective written and oral communications for use by City employees, community's groups, and city management. Makes effective presentations to customer advisory panels and community's groups. Makes excellent customer service the standard, responding to changing customer needs, and helping customers implement complete solutions.
Leadership
Establish and maintain cooperative and effective working relationships with co-workers, the public, and other municipalities and federal agencies. Ability to lead small to large working teams. Establish, coordinate and direct work teams to accomplish assigned tasks to a successful completion. Ability to work as a team member in a supporting or managing role. Ability to coordinate multi-disciplined project teams.
Program Management
Appropriately prioritize and concurrently provide guidance and consultation on multiple programs or projects, integrating many factors into decisions, and ensuring that work progresses toward achieving goals and objectives.
Professionalism
Conduct all assignments in a professional and timely manner. Work with confidentiality and discretion. Maintain professional skills that apply to all aspects of field of assigned specialty through continued education and/or training. Model effective group behavior such as listening, discussing, negotiating, encouraging and motivating. Maintain current knowledge of industry by reading and interpreting applicable ordinances, rules, regulations, practices, policies and procedures.
